Notes: Around this time, some of souvenir sets will show a slight change in packaging. Rather than the entirely clear cellophane pack, the Philadelphia sets may have cellophane that is bordered with blue and the Denver sets may have cellophane that is bordered with red. This is similar to the style of packaging for the Uncirculated Coin Sets. The Souvenir Sets can still be differentiated by the inclusion of the oversized medals representing each mint.
